Data constrains strategies, it doesn’t create them.
Before you have any data you have to have a goal.
Did the Wright Brothers study data on birds, or weather, or aerodynamics, and then come up with an airplane? Of course not. They started with “I want to fly” and then they gathered relevant data to figure out what they needed.
You start with a goal, then you have ways to measure how you’re doing in achieving that goal, then you have data.
You might start your pondering with some data. Sometimes strategies can emerge from data analysis. You can look at your current data and find a gap, or something to exploit.
But even that isn’t “data-driven.” You have to have a vision that transcends the data. Then you create a strategy.
“Data first” is a beguiling thought in our age of technology and science.
